These Terms of Service ("Terms") are a service purchase agreement between you and Citzo Enterprises LLC, a Wyoming, USA limited liability company ("Citzo Enterprises," "we," "us," or "our"), governing your use of the Rulder mobile application and related services (together, "Rulder" or the "Service"). By creating an account or making a payment through Rulder, you agree to these Terms. If you do not agree, do not use Rulder.
Rulder is a for-profit needs-sourcing and delivery service. It is not a charity, and payments made through it are not donations. See the "Rulder Is Not a Charity" disclosure, which is incorporated into these Terms by reference. When you fund a case, you are purchasing a service from Citzo Enterprises LLC: identification, verification, sourcing, and delivery of a specific need, together with photographic proof of delivery.
You must be at least 18 years old, or the age of legal majority in your jurisdiction, to create an account. You must register with an email address you own and control, and you must confirm that address before your account becomes active. You are responsible for maintaining the confidentiality of your account credentials and for all activity under your account. You agree to provide accurate information and to keep it up to date, including keeping a working email address on your account so that we can send you the transaction records described in Section 4 and the notices described in Section 15.
Each case displays a Base Need Cost and a service fee (currently twenty percent (20%) of the Base Need Cost), itemized separately before you confirm payment. The total amount charged equals the Base Need Cost plus the service fee. Payments are processed by a third-party payment processor (currently Stripe); by making a payment you also agree to that processor's applicable terms. Prices are shown in Thai Baht (THB) unless otherwise indicated for your region.
Once a case is funded, Citzo Enterprises LLC (through its own staff or field partners) will work to source and deliver the corresponding need within the timeframe applicable to that case's category. Upon delivery, photographic (and where available, video) proof is collected, reviewed by Citzo Enterprises LLC, and — once approved — made visible in your transaction history. Proof involving a person who appears to be a minor is blurred by default. Delivery timeframes are estimates, not guarantees; delays can occur due to logistics, weather, access, or verification requirements.
Refunds are governed by our Refund Policy, incorporated into these Terms by reference. In summary: if a delivery is not completed within the applicable timeframe, or if submitted proof of delivery is rejected on review, you are entitled to a full refund of that transaction, including the service fee. Once delivery is verified and proof is approved, the transaction is final and not eligible for refund, because the service has been rendered.
Rulder allows eligible users to report a person or family in need for review ("Report a Need"). Submitting a report requires an active reporter subscription and an acceptance of the Reporter Liability Statement, incorporated into these Terms by reference. Knowingly false, fraudulent, or duplicate reports are a violation of these Terms and may result in account suspension in addition to the liability described in that statement. A user may have at most two reports in "pending" status at any time.
You agree not to: (a) submit false, misleading, or fraudulent reports or claims; (b) attempt to manipulate the leaderboard or ranking systems through fraudulent transactions, duplicate accounts, or coordinated abuse; (c) upload content you do not have the right to upload, or content that is unlawful, defamatory, or infringing; (d) attempt to circumvent quota, fraud-prevention, or verification mechanisms; (e) register an account using an email address you do not own or control, or use the Service to send, provoke, or facilitate unsolicited bulk email; or (f) use the Service for any unlawful purpose.
By submitting photos, descriptions, or other content through Rulder (for example, in a need report), you grant Citzo Enterprises LLC a non-exclusive, worldwide, royalty-free license to use, reproduce, and display that content for the purposes of operating, verifying, and promoting the Service, subject to the Media Consent Policy where it concerns identifiable individuals.
We may suspend or terminate your account if we reasonably believe you have violated these Terms, engaged in fraud, or misused the Service. We will make reasonable efforts to notify you of the reason where legally permitted.
The Service is provided "as is." We do not guarantee that any specific case will be funded, sourced, or delivered within a particular timeframe. We are not responsible for the acts or omissions of third-party logistics partners, payment processors, or field staff, except as required by applicable law.
To the maximum extent permitted by applicable law, Citzo Enterprises LLC's total liability arising out of or relating to these Terms or the Service is limited to the total amount you paid to Citzo Enterprises LLC in the twelve (12) months preceding the claim. Citzo Enterprises LLC is not liable for indirect, incidental, special, consequential, or punitive damages.
You agree to indemnify and hold Citzo Enterprises LLC harmless from claims, damages, and expenses (including reasonable legal fees) arising from your violation of these Terms, your misuse of the Service, or content you submit, including knowingly false reports.
We may update these Terms from time to time. Material changes will be reflected by a new published version in the app's Legal & Policies section and on rulder.com, and continued use of the Service after a new version takes effect constitutes acceptance of it.
These Terms are governed by the laws of the State of Wyoming, USA, without regard to its conflict-of-laws principles, except where a user's local consumer protection or data protection law mandatorily applies and cannot be contractually displaced. Before initiating formal proceedings, the parties agree to attempt to resolve any dispute informally by writing to [email protected] and allowing thirty (30) days for a response. Any dispute that is not resolved informally within that period shall be brought exclusively in the state or federal courts located in the State of Wyoming, USA, and you and Citzo Enterprises LLC consent to the personal jurisdiction of those courts. Nothing in this section prevents you from bringing a claim in a small-claims court, or in the courts of your country of residence where mandatory local law gives you that right.
You agree that Citzo Enterprises LLC may communicate with you electronically, and that emails, in-app messages, and push notifications satisfy any legal requirement that a communication be in writing. Service-related email — address verification, password resets, payment receipts and invoices, delivery and proof-of-delivery notices, refund notices, security notices, and notices of new published versions of these Terms — is part of the Service and is sent to the address on your account for as long as your account exists. Optional email is separate, is off unless you turn it on, and can be turned off at any time. How we send email, how you opt in and out, and how we handle bounces and spam complaints are set out in our Email & Communications Policy, incorporated into these Terms by reference.
If any provision of these Terms is found unenforceable, the remaining provisions remain in full force and effect.
